About Us
The Special Education Needs Authority (SENA) Act 2018 established the SENA as a statutory body to regulate and facilitate evidence-based policies and quality provisions in special and inclusive education in Mauritius. This addressed the absence of a comprehensive regulatory framework and issues pertaining to standards, efficiency, accountability, and transparency in the special education sector.
Vision
To build an inclusive society where learners with disabilities and special education needs attain equity, access, participation and optimal achievement.
Mission
To ensure equitable access to quality education and holistic development through adapted pedagogies, accommodations, assistive technologies and multi-sectoral support systems for learners with diverse disabilities and special education needs.
Objectives
- Monitor compliance and evaluate implementation of legislative frameworks, policies and action plans for special and inclusive education.
- Develop evidence-based recommendations to inform policy formulation and establish criteria for registration of special education institutions, personnel and support services.
- Design inclusive curriculum frameworks and resources aligned to principles of Universal Design for Learning and customized to learning needs of students with disabilities.
- Build capacity of institutions and professionals to provide reasonable accommodations, assistive technologies, accessible environments and customized pedagogies for inclusion.
- Establish and maintain comprehensive registration database of special education institutions and ensure compliance through scheduled audits and inspections.
- Develop quality assurance systems, conduct validation studies and disseminate best practices for continuous improvement and capacity building.
- Promote and conduct research to generate evidence for enhancing instructional practices, accommodations and policies in special and inclusive education.
- Foster sustainable partnerships, networks and communities of practice between cross-sectoral stakeholders for improving access, participation and outcomes.
- Advocate for rights and entitlements of persons with disabilities through awareness programs aligned to UNCRPD, SDGs and other legal instruments.
- Ensure effective utilization of resources, financial accountability and transparency through monitoring and evaluation systems.
